The proposed legislation, introduced to the state parliament, aims to extend the use of electronic ankle monitors to all children aged 10 and above who are convicted of an offence, regardless of consent from the child or their guardians. This marks a significant shift from a 2021 trial, where only serious repeat youth offenders aged 15 and older were required to wear the devices in specific regions. Premier David Crisafulli argues that the trial demonstrated the monitors' effectiveness in reducing offending rates, emphasizing the discomfort and embarrassment as minor inconveniences compared to the potential for rehabilitation and early intervention. However, concerns have been raised about the practical challenges and potential negative impacts of the devices. Youth Advocacy Centre chief executive Katherine Hayes highlights the importance of a stable home environment for the devices to function properly, noting that offenders without regular housing may face difficulties. She also emphasizes the value of consent in fostering behavior change and reducing re-offending. The trial's independent report revealed both positive and negative outcomes. While it showed a 24% reduction in offending among 82 young offenders who completed their bail, some offenders viewed the devices as a symbol of honor or experienced stigma. The report also noted operational challenges, including time-consuming fittings and frequent connectivity issues, which could lead to frustration and potential breaches of bail conditions.
